WhatsApp Business API Tiers & Daily Limits

Tier Outbound Message Limit (24h) How to Reach It
Tier 0 – Rookie 250 unique users/day Default for new, unverified numbers.
Tier 1 – Verified 2,000 unique users/day Verify your business on Meta to obtain an approved display name.
Tier 2 – Advanced 10,000 unique users/day Automatically granted after using ~50% of Tier 1 in 7 days (≈1,000 conversations) with medium/high quality.
Tier 3 – Expert 100,000 unique users/day Automatically granted after using ~50% of Tier 2 in 7 days (≈5,000 conversations) with medium/high quality.

Note: “Conversations” refers to initiated chats outside the 24-hour customer support window. Replies within the 24-hour window do not count toward the limit.

How Do You Level Up?

1. Verify Your Business (Tier 0 → Tier 1)
Complete Business Verification in Facebook Business Manager and get an approved WhatsApp display name.

2. Maintain a High-Quality Rating
Keep your message quality Green (High) or Yellow (Medium). Too many blocks or spam reports will lower your rating and prevent tier upgrades.

3. Use at least 50% of your Tier Capacity Weekly
Meta evaluates your usage over 7 days. For example:

  • Tier 1 → initiate ~1,000 conversations (50% of 2,000)

  • Tier 2 → initiate ~5,000 conversations

  • Tier 3 → initiate ~50,000 conversations

When these conditions are met, your tier is automatically upgraded.
